Andrew is the Director of the Office of Strategic Programs and Analysis (OPSA) in the Center for Drug Evaluation and Research (CDER) in the U.S. Food and Drug Administration (FDA). Andrew oversees projects that span the application of economics, program evaluation, decision science, operations research, and policy analysis focused on enhancing the policy and operational decision making and performance of CDER. Andrew has served as a lead negotiator for the Agency in multiple user fee negotiations with regulated industry, including PDUFA VII and BsUFA III. Andrew has a Master of Science in Public Policy and Management from Carnegie Mellon University.
